The Chairman called on Glenn Purdue to report further on <br />this matter. Mr. Purdue distributed a memorandum to the <br />board stating background and recent developments, and <br />recommending action by the membership. (A copy of that <br />memorandum is attached to these minutes.) He then provided <br />an oral summary. <br />Mr. DeGhettc reported that Minnetonka had also expressed its <br />position in opposition to grants and in favor of a partial <br />interest subsidy. Mr. Brown reported that Hastings had <br />taken similar action and had contacted its local legislators <br />to explain its position. <br />After discussion, it was moved by tor. Boeck, seconded by Mr. <br />Dalen, that the following resolution be adopted: <br />RESOLVED, that the Board of Directors of the <br />SRA supports the accelerated construction <br />of separation facilities as may be necessary <br />because of state and federal action. In the <br />event that the cities of Minneapolis, St. Paul <br />and So. St. Paul are not themselves able, because <br />of financial restraints, to fund such construction <br />within the next ten years, the Board supports the <br />concept of a state -subsidized loan program, the <br />subsidy not being greater than one-half of the <br />interest cost of bonds issued to finance con- <br />struction. The Board opposes a grant beyond this <br />amount. <br />BE IT FURTHER RESOLVED, that a copy of this reso- <br />lution be sent to all members of the Metropolitar <br />Council,to all metropolitan legislators, and to <br />the Governor. <br />Carried unanimously. <br />The Chairman further reported that in November letters were <br />sent to a number of communities in the metropolitan area <br />inviting them to become members of the Suburban Rate Authority <br />and to join in the common efforts being made by the SRA <br />members. He indicated that individual members of the board <br />may soon be asked to contact neighboring communities as a <br />follow-up to this membership effort. <br />7, Claims: Secretary -Treasurer Dalen presented the <br />claim of the SRA attorneys for administrative and legal <br />services as follows: <br />-3- <br />
