T110 main <br />arguments supporting the bill were that serious surface water problems Mere <br />occurring throughout the metro ar-e.i inat demanded local government action to <br />correct, and that proper planning and manago ment practices could prevent these <br />problems at less cast than corrective measures. '1 here certainty was no intent <br />to require planning that �.ould not be cost effective in the long run. The <br />requirement that plans initially be prepared on a wairrshed basis was included <br />because runoff doesn't obey political boundaries.
