CAPLES <br />4798 NORTH SHORE DRIVE <br />VARIANCE <br />RESOLUTION #1721* <br />#881 WILLIAM KRUTZIG <br />1629 BOHN'S POINT ROAD <br />VARIANCE <br />Councilmember T. Adams moved, Councilmember Frahm <br />seconded to approve Resolution #1271, A Resolution <br />Granting A Variaoce. Motion, Ayes (5), gays (0). <br />Applicant William Krutzig was present. Assistant <br />Zoning Administrator Gaffron stated this property <br />would require a variance or at least some additional <br />review because of the proposed hardcover and Mr. <br />Krutzig would like to present some alternatives to <br />hardcover. We have a report from his engineer, Mr. <br />Mark Gronberg, that discusses slat spacing of decks <br />and underlying material. I have asked the City <br />Engineer Glenn Cook to review this material. <br />Cook stated the proposal to place a sand bed under <br />the deck to absorb the runoff is a good idea if you <br />look at it from a hydraulic point of view. From the <br />City's point of view we have a policing problem, we <br />have no way of knowing at some point in time of <br />changes that could be made by future owners of the <br />property. Frahm stated he would not be in favor of <br />policing decks. <br />t,. Adams stated we should leave the ordinances the <br />way they are, discouraging decks beyond the allowed <br />hardcover and not allowing decks within the 0-75 foot <br />setback. When a special situation comes along where <br />the applicant has presented a good plan for runoff <br />absorption and where the applicant has a hardship on <br />the lot we would allow some additional decking or <br />some additional treated hardcover on a variance <br />basis. <br />Toning Administrator Mabusth suggested listing this <br />in the resolution limiting the deck to the size or <br />area you would allow for that decking since the <br />resolution is filed in the chain of title. <br />Assistant Zoning Administrator Gaffron stated the <br />property would be allowed a minimal garage apron and <br />a 10 or 12 foot driveway getting out to the access <br />road. Krutzig is proposing a new product, it is a <br />rock aggregate with an epoxy material that will hold <br />them together. Gaffron . owed samples of this <br />product to the Council. 1roduct has not been <br />used without a solid bas* r winter climate and <br />the recommend4 t i on is to U.S..- on a base of asphalt <br />or concrete.
