Mr. Mandel was present with Roger Squires on behalf of the <br />applicant. Mr. Squires stressed the need for the Board to apply <br />the same standards to the Mandel project which had previously <br />applied to the Brutger project. Mr. Squires urged the Board to <br />issue the permit on the conditions recommended by the Engineer <br />stating that such action would then focus the remaining issues to <br />be resolved between the applicant and the City and eliminate <br />potentially inconsistent requirements. <br />The Managers discussed the adequacy of the knowledge of the <br />subwatershed developed to date. The Managers also expressed <br />concerns about the likelihood of localized flooding within the <br />subwatershed and whether or not that flooding would affect flows <br />in Minnehaha Creek. Following discussion, it was moved by <br />Carroll, seconded by Andre that the application be approved and <br />the permit issued subject to the condition that the proposed <br />grading not preempt significant storage capacity or cause flood <br />conditions on improved property near the South Oak retention <br />facility under 100-year runoff conditions. Railroad tracks and north of Excelsior <br />Blvd. abutting the northwestern shoreline of Bass Lake, St. Louis <br />Park. 84-196 <br />The Engineer reviewed the application for grading and <br />drainage plan approval. Mr. Greg Frank, P.E. appeared on behalf <br />of the applicant. The Engineer stated that the project drains to <br />Bass Lake and that the applicant has revised the plans previously <br />submitted and that such plans now adequately address storage <br />capacity and rate control. The Engineer recommended issuance of <br />the permit subject to the condition that there be no reduction in <br />storage volume in t1.9 proposed pond, that the applicant maximize <br />the drainage area tributary to the pond and that the applicant <br />reduce the rate of discharge from the pond. Mr. Frank indicated <br />that all three conditions were acceptable to the applicant. It <br />was moved by Andre, seconded by Lehman that the permit be issued <br />subject to the foregoing conditions as recommended by the <br />Engineer. Upon vote the motion carried. <br />Robert S. Peterson - four home subdivision, Sec. 76B, north <br />shore of Christmas Lake, east of Radisson Road and south of <br />Covington Road, Shorewood. 84-190 <br />The Engineer reviewed the application.
