This provision shall not <br />prevent the City Council from permitting <br />variances as provided by this ordinance <br />or requiring additional fencing where <br />desirable. <br />Section 1015:35 - Traffic Visibility - On corner lots in "ft" <br />districts no structures or planting in excess of thirty (30) <br />inches &bove the abutting curb line si•all be permitted within <br />a trianclular area defined as follows: Beginning at the inter- <br />section of the projected curb lines of two intersecting <br />streets, or travelled way, thence thirty (30) feet along one <br />curb line, thence diagonally to a point thirty (30) feet from <br />the point of beginning on the other curb line, thence to the <br />point of beginning. <br />Section 1015:40 - Essential Services - Essential services shall <br />be permitted as nuthorized and regulated by state law and <br />ordinances of the City of Excelsior. <br />Section•1015:45 - Land Reclamation - The reclamation of land <br />by depositing material to elevate the grade shall be permitted <br />in all districts only by conditional use permit. Any lot or <br />parcel upon which one hundred (100) cubic yards or more of <br />fill is to be deposited after the effective date of this <br />ordinance shall be land reclamation. The permit'shall include <br />as a condition thereof an existing grade survey, a finished <br />grade survey and a plan with two (2) foot contour intervals <br />or less* which will not adversely affect the adjacent land, <br />and as conditions thereof shall regulate water run-o f, <br />drainage, the type of fill permitted, program for rodent con- <br />trol, fire control and general maintenance of the site, controls <br />of vehicular ingress and egress, and for control of material <br />dispersed from wind or hauling of material to or from the site. <br />Section 1015:50 - Mining - The extraction and incidental pro- <br />cessing of sand, gravel, or other material from the site in <br />the amount of one hundred (100) cubic yards or mote and removal <br />thereof from the site after the effective_ date of this Ordinance <br />shall be mining. In all districts the conduct of mining shall <br />be permitted only upon issuance of a conditional use permit. <br />Such permit shall include, as a condition thereof, an existing <br />grade 14 an and a finished grade plan which will not adversely <br />affect the surrounding bind or the development of the site on <br />which the mining is being conducted, and the route of trucks <br />moving to and from the site. <br />
