Neighbor Pauline <br />Bouchard of 1860 Shoreline Drive was also present. <br />Kristi Kaul explained that she and her husband would <br />like to restore the homy at ] 900 Shoreline Drive. Kaul <br />noted that they would like to start a traditional bed <br />and breakfast (hereafter B & B) operation in their home. <br />Kau] stated that a B & B operation is when guests come and <br />stay in your home just overnight or for a few days. <br />Kau] explained that she could start a day care in her own <br />home, but that the day care use would be a more intense <br />use of the property. <br />Kr -sti Kaul noted that the home has 7 bedrooms, but they <br />are only requesting that 5 bedrooms be used for the B & B <br />use. Kaul stated that they would restrict the maximum <br />number of guests to 10. Kaul stated that the guests <br />come on weekends during the summer and fall. K.:JuI <br />stated that they expect 10 house guests per week. Kau] <br />noted that their B & B use would be registered in the <br />National Bed and Breakfast Registry. Kaul explained <br />that guests come after 5 p.m. and leave by 11 a.rri. which <br />leaves little time for yard or lake use. Kau] <br />presented a survey to the Council regarding B & B >>ses <br />and what the neighbors thought of the B & B use in their <br />neighborhood in Stillwater. <br />Ka�il stated that the neighbors are objecting to things <br />that would not be happening. Kaul noted that there are <br />a lot of misunderstandings about B & B's. Kaul <br />explained that they are willing to do whatever the City <br />wishes as far as licensing or permits. Kaul stated <br />that they would be willing to let the City review their <br />license every year so that if any neighbors have any <br />complaints that things can be cleared up right away. <br />Kristi Kaul stated that many of the B & B's that are in <br />operation around Lake Minnetonka and surrounding <br />communities did not even check with the City to get <br />permission because they did not feel it was necessary. <br />Kaul stated that neighbors have not complaintP about <br />them and only a few people even know they exist. <br />Mayor Butler noted that she was in favor of the <br />application and asked staff how the City could approve <br />this use. <br />Zoning Administrator Mabusth stated that f irst the City <br />would have to deny the appeals petition finding the Home <br />Occupation Section of the code not applicable fo; a B & B <br />use. <br />
