DISABILITY RETIREMENT (B) (cont'd) <br />disability insurance, as well as a portion of employment earnings, should be an <br />offset against city disability pension payments to the extent that these <br />combined payments approach after-tax salary for the former position. <br />Rising costs of disability retirements pose a threat to the financial <br />soundness of most Minnesota public pension plans. The foregoing changes are <br />needed to minimize the financial impact of legitimate disabilities. <br />Furthermore, abuses of disability retirement provisions in public pension plans <br />have, in the past, caused serious waste of human resources and scarce public <br />funds. In view of the current laws forbidding discrimination against <br />handicapped persons who are not disabled from gainful employment, the League <br />recommends legislation to implement the above listed policy. <br />PPS-15.
