Staff confirmed that the Kaul's proposed level of use would appeal to satisfy the performance standards of the Home Occupation Use but the quasi commercial aspect of the use and the lack of direction in the Zoning Code would necessitate Council's review and approval. The Zoning Code lists definitions for boarding houses and hotels but no where are these uses listed as permitted uses in the specific zoning district. Are we to assume that boarding houses are 0
