Table 4-6 <br />ROLES AND RESPONSIBILITIES FOR IMPLEMENTING <br />A REGIONAL SOURCE SEPARATION PROGRAM <br />Primary Implementor Roles and Responsibilities <br />Waste Generators - Improve turf management ("mulching" of grass and <br />leaves) whenever possible. <br />- Compost on -site (backyard). <br />- Separate remaining compostable yard wastes. <br />- Clean ani separate recyclables. <br />- Be responsive to communications necessary for proper <br />compliance. <br />Cities or Townships - Collect sq•..rce separated yard wastes and recyclables <br />either directly or through private companies. <br />- Adopt mandatory source separation ordinances at least <br />as strict as the county. <br />- Assist counties with siting and/or development of <br />processing facilities for source separated materials. <br />- Assist with local publicity tools (e.g., ilyers, <br />neighborhood meetings, newsletters). <br />Schools - Develop in-house paper recovery programs. <br />- Assist with the development and implementation of <br />curriculum packets. <br />County - Plan, site, develop, and, if necessary, <br />capitalize intermediate processing facilities for <br />source separated materials. <br />- Investigate cooperative marketing with other counties. <br />- Adopt county -wide collection ordinances by 1988 <br />including requirements for 1) provision of adequately <br />convenient separate collection services and 2) <br />municipal mandatory source separation ordinances. <br />- Implement county -wide publicity tools (e.g., daily <br />newspapers). <br />- Provide technical and financial assistance to <br />municipalities and private service providers. <br />Metropolitan Council - Monitor progress toward regional goals and <br />objectives; clarify as necessary. <br />- Facilitate centralized coordination of regional <br />communications. <br />- Provide technical and financial assistance to <br />counties, municipalities, and private service <br />providers. <br />- Research and develop markets and processing <br />techniques. <br />Private Service - Collect,process and market source separated materials <br />Provider in cooperation with government efforts. <br />- Publicize services in coordination with regional <br />commilications p•ogram. <br />ai <br />
