t 2 Council's land disposal development schedule and within the time frame <br />allowed under the Waste Management Act, the Council is required to select the <br />sites. If the counties fail to acquire the selected site, the Cuunril must <br />prepare legislation to transfer solid waste management authority and responsi- <br />bility in the Metropolitan Area from the counties to the Metropolitan Waste Con- <br />trol Commission or a new metropolitan commission established for that purpose. <br />The counties, cities and town.nips must achieve the objectives that have been <br />set in the Council's waste reduction and resource recovery development <br />schedule. If the Council determines that a county or city has not met the <br />objectives, the Council will report to the state legislature and submit <br />legislation that reassigns the waste management responsibilities among cities, <br />towns, counties, and metropolitan agencies so as to assure implementation of <br />Council and county solid waste plans and objectives. <br />The Council will determine if adequate progress on waste reduction and resource <br />recovery is being made by periodically evaluating county and local waste manage- <br />ment activities. In determining whether substantial progress has been made, <br />the Council will evaluate: <br />o Levels of waste reduction and resource recovery achieved in the region as <br />a whole and in subregional areas; <br />o Levels of waste reduction and resource recovery achieved in each county <br />and local unit of government for which specific objectives have been set; <br />and <br />o Evidence of county and local commitment to waste reduction and resource <br />recovery efforts, including commitments of financial and staff resources, <br />the status of programs and activities and the development of local plans <br />and other controls. <br />METROPOLITAN SOLID WASTE ASSISTANCE PROGRAM <br />RESOURCE RECOVERY GRANTS AND LOANS <br />Beginning in January 1985, all landfills in the Metropolitan Area will charge <br />waste collectors an amount on their existing disposal fee, as required by the <br />1984 amendments to the Waste Management Act (Minn. Stat., sec. 473.843). A <br />portion of the funds will go to a Metropolitan Landfill Abatement fund. The <br />abatement fund will be administered by the Council for grants and loans for <br />resource recovery projects and activities and related public education and to <br />develop markets for reusable or recyclable waste materials. <br />The Waste Management Act authorizes that resource recovery grants and loans may <br />be made to any person and may include the costs of planning, acquisition of <br />land and equipment, capital improvements and public education expenses. The <br />Council is required to determine the total estimated capital costs of the <br />project and that full financing is available. Grants and loans made to cities, <br />counties and solid waste management districts must be in conformance with the <br />Council's solid waste guide chapter and approved county master plans. The <br />Council will develop guidelines and priorities for administering the landfill <br />Abatement Fund program. <br />P.? <br />
