2. Current and proposed waste reduction, source separation, waste processing <br />and waste combustion programs in the county, including facilities and <br />services provided, reduction and recovery levels currently achieved or <br />proposed for each program, the types and volumes of materials handled and <br />the implementing agencies or private companies involved; <br />3. Rates and charges in effect or proposed for solid waste facilities and <br />collection services in the county, including a statement of the basis for <br />such charges for county -owned or -operated facilities; <br />4. Current receiving rates at all solid waste facilities in the county <br />(reported in tons); <br />5. General characteristics of solid waste received at waste facilities in the <br />county; <br />6. Remaining capacity and estimated life of land disposal facilities in the <br />county, reported in acre-feet and based on annual aerial surveys; <br />7. General condition, and proposed eapansior, of land disposal facilities in <br />the county; <br />8. Staff and budget committed to Implementing the county's solid waste program; <br />9. Progress on preparation of required revisions to the county master plan; <br />and <br />10. Involvement of cities, towns and school districts in waste management <br />activities, including local programs that qualify for landfill abatement <br />cost recovery under Minn. Stat., sec. 473.874, subd. 5. <br />LEGISLATIVE COMMISSION ON WASTE MANAGEMENT <br />The state Legislative Commission on Waste Management oversees implementation of <br />the Waste Management Act, including the Metropolitan Area solid waste waste <br />planning process. The Council will report annually to the Legislative <br />Commission on progress implementing the guide chapter policies and programs. <br />The Council may recommend changes to the Waste Management Act in order to <br />implement the guider. <br />CONTINGENCY PROCEDURES <br />The Waste Management Act places implementation responsibility for solid waste <br />management in the Metropolitan Area primarily with the metropolitan counties. <br />The 1984 amendments to the act, however, require the Council's solid waste <br />guide to also set waste reduction and resource recovery objectives for cities <br />and towns in the region. With the 1984 change, the act seems to envision a <br />more deliberate, responsible role for local goverment. In order to assure <br />implementation occurs, the act has a number of contingency measures that change <br />county or local responsibilities if certain features of the law or the <br />Council's guide are not implemented. <br />The counties are responsible for selecting and acquiring land disposal sites <br />for implementation within their boundaries. They must establish site selection <br />authorities to choose the sites. If the site selection authority does not pro- <br />ceed in selecting the required number and capacity of sites in accordance with <br />8� <br />
