Section 11.16, Subd 2, states building permits cannot <br />be issued unless a road is improved to a point adequate for vehicul .r <br />access for prospective occupants and emergency vehicles. <br />lbivision 3 states that in no case will a certificate of occupancy be <br />seed if the road has not been satisfactorily complc Staff still <br />commends that the grave 1 base work he installed pr to issuance of <br />..iilding permit but that t1ye developer need not pave the raa(' until that <br />road has had a ch-ir:ce to settl not at the time she City is asked to <br />issue a certificate of occupancy for the first completed house. <br />As for sef!ding and sodding, I ha-,- underlined the section of t'.� code <br />that notes an alternate procedui for a developer if the time of year <br />will not permit seeding and sodding. The code says the developer must <br />submit acceptable security to assure the required seeuinq. The City <br />may then grant a certificate of occupancy prior to c^^inletion of <br />required seedin,-T. Mr. Conry has Eubmitteu a bond that cc ,r s only the <br />cost of the road construction, not the seeding and pond construction. <br />Iwould suggest that Conry submit additional securit the seeding is <br />not completed at the time a contractir asks for the fi :rti f. icate of <br />occupancy.
