REIMBURSE IT FOR THE COST IMPACTS ON THE HOST COMMUNITY. <br />IV-M SURFACE WATER <br />':he Legislature in 1982 adopted a Surface Water Management Act for <br />the 7-county metropolitan area. The Act as passed and amended in <br />1334 addressed most of the concern raised by the AMM and we do not <br />see the need for major new legislation at this point in time. if <br />the Legislature considers a bill for the balance of the state or <br />:f changes are contemplated for the metropolitan area, such <br />:egislation sho;;ld not. diminish emphasis on the following <br />principles: <br />T.HE COST TO LOCAL UNITS OF GOVERNMENT FOR PLANNING AND <br />IMPLEMENTING THIS ACT MUST REMAIN OUTSIDE OF LEVY LIMITS AND <br />ADDITIONAL MANDATES ?LACED ON LOCAL UNITS OF GOVERNMENT SHOULD BE <br />FULLY FUNDED B: STATE RAISED REVENUES. A METROPOLITAN AREA WIDE <br />AD VALORUM PROPERTY TAX SHOULI: NOT BE ESTABLISHED TO PAY FOR <br />SURFACE WATER MANAGEMENT 'PLANNING, PROJECTS, MAINTENANCE) EXCEPT <br />FOR REGIONA:, PLANNING OR PROJFCTS THAT ARE JUDGED TO BE OF <br />M.ETFOPOLITAN SIGNIFICANCE PER M.S. 473.173. THE AUTHORITIES ANL <br />RESPONSIBILITIES ASSIGNED TO THE VARIOUS UNITS AND LEVELS OF <br />GOVERNMENT BY THE 1982 ,SURFACE WATER MANAGEMENT ACT SEEM TO BE IN <br />GOOD BALANCE AND SHOULD ALLOW FOR EFFECTIVE EFFICIENT MANAGEMENT <br />OF SURFACE WATER. THESE AUTHORITIES AND REPONSIBILITIFS SHOULD <br />NOT BE CHANGED UNLESS THE SYSTEM DELINEATED iN THIS ACT PROVES <br />UNWORKABLE. LOCAL UNITS OF GOVERNMENT WITHIN ThE 7-COUNTY <br />METROPOLITAN AREA SHOULD BE ELIGIBLE TO PA;'ICIPATE IN ANY <br />STATE-WIDE SURFACE WATER MANAGEMENT GRANT PROGRAM WHICH MAY BE <br />-STAB:,ISHED AS PART OF A STATEWIDE PROGRAM. <br />IV-N HAZARDOUS WASTE MANAGEMENT <br />7ne problem of regulating, controlling and disposing of hazardous <br />zaterials in an environmentally round manner is one of the major <br />:ssses of this decade both nationally and locally. Major state <br />:egislation addressing1Chiz issue was enacted in 1980, 181, 182 <br />anal '83. These legislative acts, responded to the conce-ns and <br />Issues rai;;ed by the AMIM and we commend the legislature for its <br />a:tion. The curr,ulative affect of the legislation was the <br />establishment -.;f an, on -going management and cortrul system for the <br />handling and d::Gosai of hazardous materials where responsibility <br />is centralized at the state level but requires the cooperation <br />and support of all levels of government. The AM;M does not <br />verceive the need for additional legislation or major changes to <br />existing legislation at the present time. However, any future <br />legislation that may be considered should enhance and not diminish <br />emphasis on they f:111cw1 ne, G:r nci,.le:,: <br />M-1 EFFECTIVE PLANNING <br />
