THIS <br />EVALUATION SHOULD BE COORDINATED AND/OR DIRECTED BY THE <br />METROPOLITAN COUNCIL. <br />IV-L METROPOLITAN PARKS ANG OPEN SPACE FUNDING <br />The 1974 Metropolitan Parks and Open Space Act established the <br />Metropolitan Parks and Open Space system and provided <br />state/regional fiscal support for acquisition and development of <br />the regional park system. Also the Act provided a "payment in lieu <br />of taxeG" to Local units of government on a decreasing basis over <br />a four year period. This "payment in lieu cf taxes" was to lessen <br />the immediate impact of property taken off the tax rolls for <br />regional park purposes. Funding for the operations and <br />maintenance of regional parks was and is the responsibility -of <br />the implementing agencies (counties and cities). <br />L-i OPERATION AND MAINTENANCE <br />Due to increased usage, a leveling of state aids and the impact of <br />levy limit restrictions, it is becoming increasingly difficult for <br />the implementing agencies to operate and maintain these ►^—ional <br />facilities. Furthermore, regional parks provide the sam( -sin <br />function in the metropolitan area as state parks pcov..:e it, <br />outstate Minnesota and State funding is provided for operation and <br />maintenance of Mate pa-ks. <br />THE AMM RECOMMENDS THAT STATE OR REGIONAL FUNDS HE PROVIDED TO <br />IMPLEMENTING AGENCIES TO HELP FUND THE MAINTENANCE AND OPERATION <br />COSTS FOR THE REGIONAL PARKS AND OPEN SPACE SYSTEM. THE <br />TA:'F./REGIONAL FUNDS SHOULD BF IN THE FOPw OF A CONTIN�iNG <br />REVENUE SOURCE: NOT DEPENDENT UPON BIENNIAL LEC"-ATIVE: <br />APPROPRIATION AND PREFERRABLY FROM A SOURCE OTHER THAN THE <br />PROPERTY TALI.', A FAIR AND EQUITABLE FORMULA FOR DISTRIBUTIM, OF <br />THE: STATE/REGIONAL FUNDS SHOULD BE DEVELOPED. THE: REGIONAL PARKS,. <br />SHOULD REMAIN UNDER THE CONTROL. OF THE IMPLEMENTING AGENCIES. <br />L-2 FUNDING FOR IMPACTS OF REGIONAL PARKS ON HOST COMMUNITIES <br />xcept for th+�, four year "payment in lieu of taxes; no provision <br />was made to mitigate the continuing cost impacts of a regional <br />park facility on a "host community", when such community is not <br />the owner of the facility.
