III-C PROGRAM LATITUDE <br />There is a tendency on the part of the Legislature when it <br />provides funding to the Minnesota Dousing Finance Agency (MHFA) <br />or political subdivisions for housing programs to make sure it <br />is a safe investment. The AMM does not disagree with the need <br />to be prudent with public funding. However, the :state <br />guidelines and regulations sometimes are so stringent they <br />Inhibit inovation and render the programs inoperable. Also, at <br />times the rules and regulations for programs administered <br />locally, are more stringent and cumbersome than for similar <br />programs administered through the MHFA. There is a need for <br />creative and inovative programs to increase the production of <br />housing for low and moderate income persons. <br />THE LEGISLATURE WHEN PROVIDING FUNDING FOR THE DEVELOPMENT OF <br />INOVATIVE AND CREATIVE PROGRAMS FOR THE PRODUCTION OF HOUSING <br />FOR LOW AND MODERATE INCOME PERSONS SHOULD PROVIDE ENOUGH <br />PROGRAM LATITUDE IN THE GUIDELINES AND REGULATIONS SO THAT THE <br />PROGRAMS CAN BE TAILORED TO MEET THE NEEDS AND CIRCUMSTANCES OF <br />A VARIETY OF SITUATIONS IN DIFFERING LOCALS. ALSO THE <br />STATE GUIDELINES AND REGULATIONS SHOULD NOT BE MORE <br />STRINGENT FOR PROGRAMS ADMINISTERED B: LOCAL UNITS AS OPPOSED <br />TO PROGRAMS ADMINISTERED THROUGH STATE OR REGIONAL AGENCIES. <br />III-D RENEWAL OF FEDERAL AND STATE FUNDING <br />The Federal and State levels of government have a broader and <br />more diverse tax base than local units of government and shoul-' <br />provide the necessary funding to fulfill their housing polio <br />commitments to lower income persons. This funding commitmeâ–º. <br />is needed to provide adequate housing for those persons unable <br />to afford market rate housing. <br />FEDERAL AND STATE FUNDING FOR HOUSING SHOULD BE INCREASED TO <br />IMPLEMENT THE HOUSI,:; POLICIES OF THOSE LEVELS AND MATCH THE <br />NEEDS OF THOSE PERSONS. REQUIRING ASSISTED HOUSING INCLUDING <br />ASSISTANCE rOR REODVATING AND REHABILITATING SUBSTANDARD:. <br />HOUSING UNITS. <br />III-E AUTHORITY AND RESPONSIBILITY FOR LOCAL HOUSING PROGRAMS <br />There is a great diversity amonC the cities in the metropolitan <br />area. Some cities need more: housing for low and moderate <br />income persons while other citic:, need more housing for middle <br />and upper income per.;ons. Citie!c, should have the authority to <br />promote whichever kind of housing is within the public purpose <br />and best interest of the city to do so. It is also importan! <br />that state and federal agencies cooperate with cities in <br />aeveloping workable programs to meet the d ver::e need, of <br />
