Local units should <br />also work with the private sector to make the best use of <br />existing tools (revenue bonds, tax increment financing, etc.) <br />to produce housing which is more affordable. <br />Finally, decision makers at all levels of government must <br />become more cognizant of their actions, policies, and decisions <br />which have an indirect but substantial impact on housing costs. <br />Such actions, policies, and decisions may in <br />themselves be worthwhile and beneficial but which do drive <br />up the cost of housing. <br />BASED ON THE HOUSING PROBLEM DEFINITION, THE AMM RECOMMENDS <br />THAT: <br />III -A EXAMINE LOCAL REQUIREMENTS <br />Local requirements constitute a very small portion of the total <br />cost of producing housing, but all participants in the housing <br />delivery system need to do their part to hold costs dowr. <br />COMMUNITIES EXAMINE THEIR LOCAL REQUIREMENTS (LAND USE <br />REGULATIONS, SUBDIVISION ORDINANCES, ETC.) TO SEE IF THESE <br />REQUIREMENTS GO BEYOND WHAT IS NECESSARY FOR THE PROTECTION OF <br />HEALTH, SAFETY, AND WELFARE, AND INHIBIT THE CONSTRUCTION OF <br />BASIC SHELTER AFFORDABLE HOUSING. MODIFICATIONS SHOULD BE MADE <br />WHEN APPROPRIATE. <br />III-B MANDATORY STANDARDS AND ALTERNATIVE HOUSING <br />Mandatory, uniform land use standards for housing style and <br />location would not be appropriate because of the great <br />diversity among cities and differences within cities relative <br />to state of development, topography, lot and dwelling sizes, <br />the mix of housing values and costs, and the level of municipal <br />service:, which are provided. Therefore, cities should retain <br />the auLbority to regulate land uses, including...1-he <br />determination as to whether alternative housing, suctl its <br />manufactured and accessory housing can be located in areas <br />where other modes of housing have been established. <br />Land use regulation is one of the tools city off.icials need to <br />protect the health, safety, welfare, and interests of the <br />city's residents. <br />THE LEGISLATURE NOT PASS LEGISLATION WHICH SETS MANDATORY <br />ZONING AND SUBDIVISION STANDARDS OR WHICH REMOVES LAND USE <br />REGULATION AUTHORITY FROM LOCAL UNITS OF GOVERNMENT. CITIES <br />SHOULD RETAIN THE AUTHORITY TO REGULATE THE LOCATION, SIZE <br />AMOUNT, AND TYPE OF HOUSING, INCLUDING MANUFACTURED AND <br />ACCESSORY HOUSING, WITHIN THEIR BOUNDARIES. <br />
