training coursa. <br />These two problems have significantly inhibited police agencies, <br />particularly in the suburban areas, to attract a mix of <br />qualified police candidates. <br />Another problem is that protected class enrollment in <br />POST -certified schools is too low to provide police departments - <br />with an opportunity to hire qualified protected class group <br />members as police officers. Under current POST rules and <br />regulations, some cities may not be able to meet their <br />affirmative action goals. <br />The present regulations also effectively deny a police officer <br />candidate the opportunity to obtain, or police jurisdiction the <br />opportunity to provide on -the -job -experience and training prior <br />to becoming a full fledged officer. This practice is followed in <br />many other employment sectors through either an apprenticeship or <br />internship program. It works to the advantage of both the <br />employer and employee. <br />The present system of certifying police officers in the State of <br />Minnesota does not contain adequate flexibility to address <br />on -the -job -training and ulti:late certification through a one year <br />apprenticeship or internship program in lieu of 2 years of <br />formalized training. <br />AS A RESULT OF THESE PROBLEMS, AMM RECOMMENDS THAT T9E PRESENT <br />POST RULES AND REGULATIONS BE AMENDED TO PROVIDE. FOR FOUR-YEAR <br />COLLEGE GRADUATES TO TAKE AN EQUIVALENCY EXAMINATION AND UPON <br />SUCCESSFUL COMPLETION OF THE: EQUIVALENCY EXAMINATION BE ELIGIBLE <br />FOR HIRING AS A POLICE OFFICER WITH COMPLETION OF THE SKILL <br />:'RAINING ON A PART TIME. BASIS. FURTHER, THE AMM RECOMMENDS THAT <br />THE SKILLS TRAINING COURSES BE OFFERED THROUGHOUT THE METRO AREA <br />O`1 A PART TINE BASIS AFD THAT THE REQUIREMY.NT FOR ENTRY LEVEL <br />POLICE OFFICER BE Rr-EXAMINED THEREBY 1wRIKING AVAILABLE THE <br />OPPORTUNITY FOR APPLICANTS TO ASSUME: A POSITION OF POLICE OFFICER <br />WITH THE CONDITIONS THAT CERTAIN LEVELS OF TRAINING AND SKILLS <br />MUST BE ACHIEVED W17"AIN A REASONABLE. PERIOD OF TIME: NOT TO EXCEED <br />ONE YEAR PRIOR TO CERTIFICATION. THE AMM ALSO RECOMMENDS THAT <br />STATE LAW BE AMENDEL TO REQUIRE POST -CERTIFIED SCHOOLS TO DEVELOP <br />A RECRUITMENT SYSTiM WHICH PROVIDES ADEQUATE REPRESENTATION OF <br />PROTECTED CLASSES AND THAT THE: PRESENT POST RULES REGULATION:, <br />BE AMENDED TO A1.11OW COMPARABLE OUT-OF-STATE TRAINING COURSES A <br />A SUBSTITUTE FOR POST -CERTIFIED SCHOOL TRAINING.
