St. Paul. <br />POSITION PAPERS EXPLAIN COUNCIL'S PROPOSALS <br />FOR LEGISLATION <br />The Metropolitan Council has targeted four areas for <br />action by the 1985 legislature —solid waste management, the <br />problem of sewage overflow from combined sanitary and <br />storm sewers, regional parks funding and the Council's <br />authority over two regional agencies. Position papers ex- <br />plaining the proposals are available at no charge by calling <br />291.6464 (solid waste, no. 1284-151; combwed sewer over. <br />flow, no. 1384.152; regional parks, no. 1184-153; and <br />Council,'commission relationships, no. 0284.154). <br />One proposal calls for prohibiting the dumping of un- <br />processed waste in landfills by 19W, separating recyclables <br />(:ike glass and newspapers) and yard waste (like leaves) from <br />other Nasies by 1988, and providing additional funds to <br />programs that reduce waste and recover useful materials. <br />Another calls for providing additional state funds to speed <br />up programs currently under way ,o separate sanitary and <br />storm sewers in Minneapolis, St. Paul and South St. Paul. <br />In parks, the Council proposes that the legislature <br />appropriate state bond funds to continue a program for ac <br />quiring and developing regional parks. It also asks for supple- <br />mental state funds to Say for operating and maintaining <br />regional parks. <br />The Council also recommends that it be given authority to <br />appoint the chairs of the Regional Transit Board anti the <br />Metropolitan Waste Control Commission and report to the <br />legislature annually on their performance. Related <br />recommendations would also strengthen the Counc;l's over- <br />sight of the agencies. <br />TWO OPENINGS ANNOUNCED <br />ON ARTS ADVISORY COMMITTEE <br />The Metropolitan Council is now taking applications <br />from arts audience members and ar?s administrators <br />interested in servinr on the Council's Arts Advisory <br />Committee, <br />The Council is seeking one candidate to represent <br />professional arts administrators. The iecond candidate <br />should be actively interested in the arts and must live <br />�n Edina, St. Louis Park, Golden Valley or Robbmsdale. <br />Appointees will volunteer their time and serve a term of <br />less than a year, but be eligible for reappointment for a <br />three-year term. <br />The 25•membe• committee reviews applications for arts <br />grants, helps the Council develop an arts plan for the Twin <br />Cities Area and helps organize the Minnesota lam to Preserve <br />the Arts, an annual arts fund raiser <br />Applications are out Nov 16, For more information or <br />aoulicat on forms. ,.ill Sandi Lindstrom at 291 6390 <br />NEW PUBLICATIONS <br />Physician Care and You Oct. 1984.
