The facilities disinfect the effluent with chlorine, <br />then reduce the chlorine to acceptable levels before discharge <br />into the Mississippi River. Originally scheduled for 1965, <br />funding was moved to 1984 to comply with federal permit <br />regulations. <br />Solid Waste —The Council approved an application from the <br />Louisville sanitary landfill near Chaska to expand into a ' 3- <br />acre site to the south of the landfill. the council approval was <br />under the condition that the applicant install a new <br />monitoring well and submit a study to the Council on <br />corrective steps to Cie taken f water pollution occurs. <br />The Council released !nr public review and comment the <br />final Environmental Impact Statement IEiS) on a proposed <br />expansion to the Flying Cloud Sanitary Landfill, Eden Prairie. <br />Woodlake Sanitary Services, Inc., a subsidiary of Browning <br />Ferris, Inc., has oroposed to expand the landfill by 5,644 <br />acre feet. The EIS contains comments from a public meeting <br />held in May To obtain a copy at cost, pub. no 1284.118. or <br />to submit comments on the draft, call the Communications <br />Department at 291 -6464. <br />Housing —The Council approved the addition of 61 cei <br />tncCates for rent assistance under the federal Section 8 housing <br />assistance payments program. This increases the Council's <br />Metropolitan Housing and Redevelopment Authority's !Metro <br />HRA1 number of households receiving rent assistance to <br />3,223. The increve of S305,244 brings the annual federal <br />subsidy to S8.9 million. The Metro HRA's waiting list is more <br />than 2,800 households. <br />Parks —The Council Authorized- <br />- A denlHpment grant amendment with Anoka County <br />for a syst.mwide maintenance facility in Bunker Hills <br />Regional Park, for S36,874. <br />— An acquisition grant amendment with Hennepin County <br />Park Reserve District to purchase a land parcel 'or Lake <br />Rebecca Park Reserve. at S32.000 <br />— An acquisition grant amendment with Hennepin County <br />Park Reserve District to purchase a residential parcel located <br />in Eagle Lake Regional Park, at S57,100 <br />— A change - the ooundary at Lake Minnewashts Regionai <br />Park that makes Hwy 41 the east boundary of the park The <br />Council authorized Carver County to sell Me !and east of Hwv <br />41. which it acquired with regional funds during the original <br />Purchase of the park, and return the funds to the Council. <br />Local Governments —The Council voted to rind its planning <br />assistance grant program for local governments Dec. 31 1984 <br />The Council plans to notify 'he 59 ocal governments who are <br />still eligible for part of $116.934 in grants. Funds :eft un <br />Claimed At the end of the year will tie transferred to the <br />Council's planning assistance oan fund <br />Computer Systems —The Council approved a consultant <br />contract with Albers and Assoc., Inc., for an amount not io <br />exceed S70,000 to upgrade the computer systems for the <br />Council's finance department and its Metropolitan Housing <br />Redevelopment Authority Section 8 program. <br />PUBLIC HEARINGS. PUBLIC MEETINGS <br />Sewers —The Metropolitan Council will hold a public <br />hearing Nov. 15 at 2 p.m. in the Council Chambers to con <br />seder proposed amendments to Part 1 of its-Werropoliran <br />Develcpment Guide chapter on water resources management <br />The changes would: 1) phase out the Savage sewage treat <br />ment plant: 2) nc!ude the Middle Belt Line sewer interceptor <br />project in the Metropolitan Waste Control Commission's <br />development program, and 3) incorporate nto the guide <br />several system improvement studies already approved in the <br />commission's 1985 capital mprovement budget. <br />If you have any ouestions, call Ray Leek, Planning Assist- <br />ance, at 291.6567, or Barb Senness.
