Opinion and Award <br />Page 2 <br />ISSUES AT IMPASSE <br />The State of Minnesota, Bureau of Mediation Services certi- <br />fied the following issues at impasse in the dispute: <br />I. Health Insurance <br />2. Uniform Allowance <br />3. Wages <br />4. Vacations <br />5. Sick Leave Accrual <br />6. Severance Pay <br />7. Longevity/Educational Incentive <br />AWARD, DECISION AND RATIONALE <br />I. HEALTH INSURANCE <br />Union Position: Prior to the arbitration the Union sub- <br />mitted to the Bureau of Mediation its final position as "the <br />employer to pay 100 percent of costs of Hospital Health Insurance <br />and major medical coverage for each employee and their de- <br />pendents." However, at the arbitration the Union amended its <br />position to read "the employer to pay $185.00 of cost of Hospital <br />Health Ine096ftee and major medical coverage for each emplgypftrnd <br />their dependents." <br />City Position: The City will contribute $134.34 per em- <br />ployee per month toward health, life, longterm dissability in- <br />surance and the costs of the single coverage of the group dental <br />insurance plan selected. <br />Award: The position of the City is accepted. <br />
