Daly, Arbitrator, on Wednesday, September 12, <br />1984, for a final determination. The hearing was held in the <br />Council Chambers at Orono, Minnesota. Post -hearing briefs were <br />filed by the City on October 12, 1984, and by the Union --with an <br />extension granted by the arbitrator --on October 15, 1984. <br />
