and all !elected contractors that no amendments to the arant <br />amount will be approved without first obtaining a signed <br />repayment agreement indicating the altered grant amount. <br />The Repayment Agreement shall be filed with the proper <br />recording office, i.e., the Registrar of Deeds or Registrar <br />of Titles for Hennepin County, in such a manner as to create <br />a valid lien against the property, on all properties improved <br />with grant funds provided that the creation of such a lien is <br />permitted by law. It is the responsibility of the city to <br />record this agreement with the proper recording office after <br />the improvements are completed. <br />If any grant funds are used for purposes other than an <br />eligible improvement upon eligible property or if the <br />recipient's application is found to contain a material <br />misstatement of fact, the recipient shall be liable for <br />repayment of all or part of the originally approved grant <br />funds. In addition, any fraudulent use of funds may subject <br />the recipient to fines and/or imprisonment under the <br />Minnesota Criminal Code. <br />Contractor Bids <br />The city may provide assistance to the homeowner in obtaining <br />bids for utilities connection. The city may devise such other <br />bid and proposal forms or other forms which may aid the home- <br />owner in obtaining adequate bids. <br />The city may at its discretion require the submission of a speci- <br />fied number of bids from the applicant for the work to be done- <br />J. Contractor -Homeowner 'Warranty <br />Each contractor selected to carry cut improvements must sign a <br />warranty of workmanship and materials provided by the City for <br />the protection of the applicant. This warranty is contained in <br />the Contractor -Homeowner Warranty. A copy of each bid or esti- <br />mate for all work to be performed by the contractor must be <br />attached to the respective Contractor -Homeowner Warranty. Such <br />bids or estimates must be based on the inspection report. All <br />Contractor -Homeowner Warranties, accompanied by bids, must be <br />included in the Grant Packane. <br />K. Proceed to Work Order <br />Forwarded to both the homeowner and contractors, this letter <br />states the approved grant amount and date of approval and gives <br />the authorization for the work to begin as per the bids inclu- <br />ding any outlined changes to the bids. <br />0 <br />
