3. Where no funds are available for assi _ante to eligible home- <br />owners, the following procedure shall be used: <br />a. Explain to the homeowner that the funding for the current <br />year has been either depleted or allocated. <br />b. Send the homeowner a letter of rejection outlining other <br />possible avenues of obtaining loan funds. <br />D. Bid Obtainment <br />As the improvements are to be bid individually for each property, an <br />itemized bid must be obtained from the contractor along with a <br />Contractor -Homeowner Warranty form signed by the contractor and the <br />homeowner. The city may provide assistance to the homeowner in <br />obtaining bids, if necessary. <br />E. Preparation of Grant Package <br />The city shall be responsible for the thorough and accurate com- <br />pletion of all program documents as specified in Section VII of these <br />Procedural Guides. <br />The city will assist the Applicant with the preparation of the Grant <br />Package, upon request, in certain situations. Such assistance shall <br />include a personal visit by a city employee to the home of the <br />Applicant or to any reasonable location which is accessible to the <br />Applicant. Assistance will also be given, when needed, to complete <br />necessary tasks required to complete the Grant Package. <br />In certain extreme cases, the city may be required to complete all <br />necessary forms ind tasks needed for the Grant Package. Only in <br />cases where the homeowner is unable to handle his/her own affairs <br />when dealing with the Utilities Connection Grant Program should this <br />service be rendered. <br />F. Disbursement of Funds <br />The city shall bear the respons bility of disbursing funds directly <br />to contractors who have performed work. <br />The city shall make no disbursement for any work completed until the <br />property has been inspected and a Completion Certificate has been <br />signed by all parties according to the procedures set forth in <br />Section IX of these Procedural Guides. <br />G. Prohibition of Serv` a Fee Charges <br />The city shall not charge an applicant or recipient any application, <br />processing, or other fee. <br />6 <br />
