III. RESPONSIBILITIES OF THE CITY <br />A. Outreach and Public Information <br />The city will be primarily responsible for the promotion of the Grant <br />Program at the local level. The city must exercise care in avoiding <br />any advertising or outreach methods which may be deemed to systema- <br />tically exclude potentially eligible applicants. Access to program <br />materials may not be denied to any person for any reason. <br />The program should include efforts to reach those persons who tradi- <br />tionally would not have been expected to receive Utilities Connection <br />grants. In order to develop an affirmative marketing program, the <br />city should review its normal outreach methods to determine how the <br />methods currently in use can be improved to reach out to persons who <br />otherwise might not apply for assistance under the Grant Program. <br />B. Inspection of Properties <br />The city shall be responsible for carrying out a minimum of two <br />inspections of each approved property. <br />1. One inspection shall be accomplished prior to the approval of the <br />Grant Package tc determine that the utilities to be connected <br />have not previously been connected. <br />2. After all work is finished, the second mandatory inspection shall <br />take place to determine that the work has been completed in a <br />satisfactory manner. <br />C. Applicant Selection Criteria <br />The city will implement a first come, first served basis for appli- <br />cant selection. <br />Such a selection process will govern the selection of applicants for <br />grants in the event that the number of applicants exceeds the number <br />of grants that can be awarded, either within one or more target <br />groups (if a targeting plan has been established) or within the <br />entire population to be served by the city (if no targeting plan has <br />been established). <br />It is imperative that each inquiry and application be dated. This <br />dating will be the only device available to the city for recording <br />the priority ranking of the applicants. <br />In applying the first come, first served process, the city must <br />adhere to the following guidelines: <br />I. The first come, first served process must be uniformly applied <br />during the entire funding year. <br />5 <br />
