While there can be no guarantee of subsequent renewals, the City has a <br />long-range interest in maintaining the continuity of services provided <br />by agents and insurers. <br />The City shall give successful proposer (s) first refLsal on renewal for <br />six years after award. The City further reserves the right to reject any <br />and all proposals or parts thereof and to permit informalities, <br />irregularities and errors in the proposals, provided the City shall <br />determine that the differences are technical only and not material and <br />that there issubstantial compliancewith these specifications. In the <br />event of rejection of an entire proposal or proposals, the City will <br />release the pcoposer (s) involved from any obiigatior and return proposal <br />security. <br />B. Underwriting and Loss Data <br />Underwriting and loss data are provided for the purpose of <br />ex`ablishing a fair basis for comparing proposals and neither is <br />,•aranteed. The City will cooperate with the successful proposer <br />with respect to inspections, appraisals, loss review, etc. The <br />successful proposer will have the right to negotiate with tiieCity to <br />make such changes in premium charges as their inspection after award <br />may justify to the extent that a serious discrepancy exists between <br />the underwriting data and the results of their inspection. The <br />successful proposer has noauthority,however, to change coverage or <br />rate bases. <br />::1. Proposals <br />A. A separate proposal shall be submitted on the Proposal Form attached <br />hereto in duplicate by each proposer including complete copies of the <br />proposed policies with all forms and endorsements attached. A proposer <br />may submit more than one proposal. Failure to use the Proposal Form <br />shall be considered a substantial rejection of these Specifications. <br />Speciman policies must be submitted with each proposal. <br />B. Proposals shall be received together with a certified check (payable to <br />the Treasurer of the City of Orono) or bond, at administration Building on <br />December 3, 1984, up to 10:00 AM at which time they will be opened anal <br />available for public inspection. <br />C. The City will consider the proposals at their meeting at Village Hall on <br />December 10, 1984, and it is contemplated that announcement of the award <br />will be made at that time. <br />1V.
