<br />FUNDS RAISED FOR EQU1T1 LOAN FUND (ELF) SOLID WASTE WORKSHOPS SCHEDULED
<br />THE Governor's Council on Rural Development
<br />was recently notified t;.at Minnesota had been
<br />selected as one of three states in the nation
<br />to participa., in a one-year demonstration
<br />financing program. The National Rural
<br />Development and Finance Corporation (NRD 6
<br />FC), awarded $250,000 to Minnesota to create
<br />an Equity Loan Fund (ELF), a program which is
<br />designed to provide a low interest
<br />subordinated loan to rural small business
<br />owners anr+, potential business owners, whose
<br />only impediment to long-term f'nancing
<br />through SBA or other sources is the lack of
<br />owner equity. The Minnesota Project has been
<br />acting as a consultant to the GCRD. We wrote
<br />the successful application to NRU L FC and
<br />have been assisting in the design and
<br />development of the program.
<br />FUNDS will not be available for this t-rogram
<br />until February, 1985. The ilicant firm
<br />must supply at least 50 percent of the owner
<br />equity requested by the SBA or other lender.
<br />The ELF program will provide no more than 50
<br />percent{ of the equity portion of the package.
<br />In additioi,., ELF participation will be
<br />limited to 25 percent of the total project
<br />cost, or $25.000, whichever is less. For
