St. Paul Public Works <br />o Ramsey County has a new policy of maintaining and renovating, rather than <br />rebuilding its roads. - Ruby Hunt, Ramsey County commissioner <br />o Difficult to get funds for road maintenance because state and federal <br />governments favor new construction. - Joanne Englund, program coordinator, <br />St. Paul Public Works <br />o The Metropolitan Council should take this issue of renovation v:. new <br />construction to state and federal levels. - Patricia Conley, <br />administrative aide, Mayor Latimer's Office <br />The following are some of the comments made by Metropolitan Council, Chair <br />Sandra Cardebring. <br />o Alternatives to landfills must be found. <br />o Abatement, composting and recycling should be used as alternatives to <br />landfills. <br />o Public must be willing to pay for expensive alternatives. <br />o The Metropolitan Council should be consistent in dealing with sludge ash <br />siting and agricultural preserves. <br />o The Metropolitan Council will continue to seek help from private and <br />public partnerships to deal with regional problems. <br />o The Metropolitan Council needs to ha realistic about what it can accomplish <br />in the area of solid waste. <br />o The Metropolitan Council can play a positive, catalytic role in helping to <br />resolve the combined sewer overflow problem. The governor has asked the <br />Metropolitan Council and the Metropolitan Waste Control Commission to <br />establish a plan by 1990. <br />o Water quality is a legitisa'•e issue -- the question must be asked, "Is <br />spending a lot of money separating the sewers going to improve water <br />quality enough to Justify the cost?" <br />
