Inequities among various levels of <br />government should be included in the study. <br />SCOTT COUNTY <br />o The Metropolitan Council is staff dominated and the staff is not responsive <br />to the suggestions and concerns of local officials. <br />o Transportaticn is still a real problem and the racetrack will have a lot of <br />impact.
