The final amount of the contract shall be determined by multiplying the final measured quantities of the various items actually constructed and installed by the unit prices stated therefor, in the manner prescribed in the specifica- tions. However, the low bidder shall be determined by adding the sums result- ing from multiplying the quantities stated by the unit prices bid therefor.
