Gaffron, On -Site Systems Manager <br />DATE: January 21, 1981 <br />SUBJECT: #589, McCleary Subdivision, Stubbs Bay Marina Property <br />Update <br />A review of action to date on the sewage treatment issue for <br />this proposed subdivision: - <br />12-24-79 Memo from Michael P. Gaffron discussing soil borings, <br />water table depth and soil types as identified by <br />City staff. indicated that a graywater mound system <br />might be an acceptable alternative to total holding <br />tanks based on proper design ar,c construction of the <br />mound. <br />03-28-80 Agreement between McCleary's and Citv that each home <br />to be built will use a holding tank for toilet wastes <br />and a graywater on -site disposal system for gray water; <br />and that the area in common use for the gray water <br />System shall be described as a seperate outlot or <br />in an easement; and ownership of the arf-a will be <br />by a homeowners association or other legal arrangement <br />to insure the proper management, repair, replacement, <br />or maintenance of the graywater system. <br />10-28-80 Memo from Michael P. Gaffron recommendinq that City <br />require actual percolation testing be done prior to <br />preliminary approval, to show whether a graywater <br />mound is in fact feasible for the site. <br />As of today, 110 soil testing report has been submitted to the City, <br />nor has any homeowners as;ociat.ion agreement been submitted for <br />review. <br />I believe it is imperative for the protection of both the City <br />and the applicant that the following items be completed prior <br />to granting or subdivision approval: <br />I. Applicant should hire a consultant to p Form <br />percolation tests and soil borings in the ax,:a of the <br />proposed graywater treatment system. <br />2. Based on the data from this site evaluation, the <br />applicants' agent should design a graywater treatment <br />system to serve in common the 3 proposed residences, <br />as well as design the individual holding tank system <br />for each residence. The site evaluation and system <br />design should be reviewed and approved by staff prior <br />to ?preliminary? approval. <br />
