The applicant is proposing to construct a detached garage near the <br />corner of Navarre Avenue and Crystal Place. The garage is proposed to <br />be 5' from the Crystal Place lot line and 10' from the Navarre Avenue <br />lot line. Please refer to Exhibit G, which is a diagram showing where <br />a detached garage could legally be allowed on this property. <br />2. The applicant has an existing detached garage at the south end of the <br />lot. Applicant is suggesting that he would incur unusual expenses in <br />excavating and removing existing amenities such as sidewalks, a flower <br />garden, dog kennel, and retaining wall in order to place the new <br />garage in that location. Applican' also claims the location of major <br />trees existing on the property, and notes that a garage of the size <br />proposed would result in removal of trees if located anywhere other <br />than the proposed site. <br />3. Staff did suggest that the applicant consider attaching a garage, <br />since he could probably do so without the need for setback variances. <br />He notes that the cost of an attached garage would be prohibitive and <br />would reduce his lawn area near the house. <br />4. Note that this property is within the 500-1,000' hardcover zone where <br />35% hardcover is allowed. Staff has done a hardcover review of the <br />property, finding that if the existing garage is not removed in <br />conjunction with new garage construction, the hardcover will be right <br />at the 35% allowed percentage. There appears to be more driveway <br />gravel on this lot than is normally needed for adequate service. <br />5. In considering the applicant's request, note that there are no houses <br />to the north of Crystal Place since this is railroad right-of-way. <br />HoweveL, also note that there are no garayes situated in frunt yards <br />along all of Crystal Place. An additional item reviewed by staff is <br />that Section 10.03, Subdivision 16 requires that no fences or <br />structures or plantings more than 3' high on corner lots shall be <br />permitted to obstruct traffic visibility within a triangular area <br />defined as Follows: <br />"Beginning at the intersection of the projected curb lines of two <br />lIntersecting streets, thence 30' along one curb line, thence <br />diagnally 30' from the point of beginning on the other curb line, <br />thence to the point of beginning." <br />
