Charges were later dropped because <br />the property was in foreclosure and because ownership was <br />uncertain. <br />The house remains occuppied and unsewered. <br />Because promises were made and broken before, including <br />promises by this same developer, I strongly recommend that <br />a letter of credit or other financial security be required <br />at the time of preliminary plat application to quarrantee <br />connection oT-t a Ouse by a deaaTine certain, even if the <br />application again expires without completion. If the <br />development proceeds, the main sewer extension will solve <br />the problem. If the development dies before final, the <br />security will allow the City to have the single house <br />connected. If the development dias without Preliminary <br />application, hazardous building actions will be commensed. <br />INFORMATION NEEDED <br />1.
