Bernhardson, City Administrato a <br />DATE: November 2, 1988 <br />SUBJECT: Wayzata Comprehensive Plan Amendment - West Lake Street <br />This memo is written to apprise you that the City of Orono has <br />received a copy of the Wayzata Comprehensive Plan Amendment <br />proposal that is presently before the Metropolitan Council. <br />This is for the area on the west end of their downtown where <br />County Road 15 crosses the railroad tracks and heads east along <br />their main street to an area just east of the Depot. A number of <br />"marginal" buildings are presently there and you may have noticed <br />that the lumber yard has already been removed. Development <br />anticipates commercial/office/retail together with some multiple <br />family housing in that area. (Attachment A shows a conceptual <br />overview of the area's possible development). <br />While the plan will generate more square footage and may <br />eventually mean more traffic that may have an impact on County <br />Road 15 to the west in Orono, it appears that the land uses do <br />not have a direct impact on abutting Orono residents as they are <br />substantially separated from Orono by County Road 15 and the <br />Burlington Northern tracks. <br />Other issues are as follows: <br />A. Transportation - While increasing the amount of <br />traff c, the -Plan he plan does realign the intersection of <br />County Road 15 and West Lake Street at the railroad <br />tracks to make a much safer intersection design than <br />presently exists. Additionally this end is oriented <br />more towards auto traffic and will be a four lane <br />configuration narrowing down to a two lane as County <br />Road 15 goes west. The area to the east will remain a <br />two lane configuration. <br />B. Tax Increment FinancnA - To the extent that there <br />is tax increment financing undertaken in this area, it <br />may have an impact on Wayzata school district residents <br />in Orono. This would be a negative effect during the <br />term of the district and potentially a positive effect <br />after that. <br />C. Sewer Capacity - While this will increase the demand <br />for sewer, it is an issue that has not been <br />substantially addressed in the plan and we are presently <br />awaiting the separate sewer study to determine what, if <br />any, incremental difference this will have on the <br />Wayzata pump station and its impact on Orono. <br />
