LMCD Board Minutes <br />October 26, 1988 <br />a brief review, the Board seeing the draft for the first time, <br />Rascop moved, Pillsbury seconded that the draft be returned to <br />the committee for its review and recommendations. The motion <br />carried unanimously. <br />g) Winter Ordinance Review Reconsidered. Cochran moved, Boewinkel <br />seconded to reconsider the previous motion to refer the winter <br />ordinance draft to the committee in light of the need to prepare <br />the copy for early December printing. The motion carried <br />unanimously. Foster made reference to key points in the draft. <br />The trespass provision should have a safe -guard requiring the <br />person using another person's property to have written permission <br />in their possession. Deicing license reference should be <br />clarified. The "deadman" throttle is incorrect terminology. Under <br />"Owner Responsibility," spell out that the "minor" is not to drive <br />unless permitted by an adult. Reference to helmets should identify <br />the state standard on certified safety helmets. Water skipping <br />for snowmobiles should be noted as being denied. The decibel limit <br />should be noted. Motorized vehicles driving from shore to 150' <br />point distant should maintain speed not exceeding 15 mph until <br />clear. <br />Cochran moved, Pillsbury seconded that Deputy Chandler work with <br />Director Foster in preparing a revised draft for a preliminary <br />printing draft, subject to LMCD Board approval at its next meeting. <br />The motion carried unanimously. <br />h) Resolution 59, Fishing Contest Policy. Item 9, "casting near a <br />person -occupied dock is to be avoided, and the practice to be <br />reviewed after the 1988 season," was recommended for Board review <br />and approval by Committee Chair Pillsbury. While there were no <br />complaints this past summer according to Deputy Chandler, Rascop <br />moved, Boswinkel seconded to retain the resolution language through <br />the 1989 boating season. The motion carried unanimously. <br />D. SPECIAL COMMITTEES <br />1. Advisory Comaittee. Boewinkel moved, Cochran seconded that the <br />committee action report of 10-5-88 be approved as recommended. The <br />motion carried unanimously. <br />a) October Progress. Consultant Dave Arndorfer reviewed the Compre- <br />hensive Plan progress as reported in the 10-5-88 minutes. Subcom- <br />mittees on Shoreland Protection and Fisheries are bring Set. They <br />will begin meeting in December. Public meetings in January and <br />February are being planned. A letter to city mayors was circulated <br />inviting the appointment of a key city -staff member to serve on <br />the Shoreland Protection Committee. <br />b) Metropolitan Council Systew Committee. The first quarterly report <br />was presented 10-18-88 by Arndorfer, Hurr, and Stroamsen. Rascop, <br />also in attendance, noted that two commission members, Vin Scully <br />and Josephine Dunn, offered favorable response to the presentation. <br />
