Zoning File #1728 <br />April 15, 1992 <br />Page 2 <br />Description of Request <br />Applicants propose a 20' x 22' addition to the north side of <br />the existing residence. The addition will be two and one-half <br />stories. The first level will be a two -stall garage. As of this <br />writing the City has not received revised floor plans for <br />addition. Applicants had originally proposed a detached garage <br />and vacation of Barrett Avenue. With the filing of the <br />application, applicants have withdrawn the vacation and have <br />proceeded with an addition to the existing residence (review <br />Exhibit I). Applicants have been asked to submit floor plans for <br />amended proposal. The plan will be included in your final packet <br />or presented by applicant at your meeting. <br />As already noted above, lot coverage standards have been <br />based on the six lot area totaling 38,700 s.f. This is an RR-1B <br />zoning district requiring two acres in area for each residential <br />unit. The property is served with sewer. <br />Major access to the property will remain via Barrett Avenue <br />but access to the proposed garage will be via the 12' alley to <br />the east side, review Exhibit H. Because of the steep <br />topographic limitation to immediate north of residence, the City <br />will ask for detailed grading and drainage plans with the formal <br />submission of building plans for addition. Applicants have not <br />advised as to the future status of the existing garage adjacent <br />to alley. This structure is in serious disrepair and applicants <br />should be questioned as to whether it shall be removed with this <br />proposed construction. It appears to currently be used for <br />storage. Note structure does not have doors. Although Barrett <br />Avenue and alley function as private driveways, the City does <br />maintain both Barrett Avenue and alley. It is staff's <br />understanding that the alley is maintained at least up to the <br />existing garage on the Jaffray property. <br />Review Exhibit E. The sewer "as -built" shows a sewer line <br />running along the south lot line of Lot 16. The City Attorney's <br />office has been asked to determine if the City has received an <br />easement for this area of the project. If an easement has not <br />been granted, the applicants will be asked to grant access and <br />utility easement along the southern lot line of Lot 16. <br />Hardship Statement <br />Please review Exhibit A. <br />
