Adams seconded, <br />to adopt Resolution #1757, A Resolution Approvina A <br />Conditional Use Permit to allow a guest house apartment. <br />Motion, Ayes (5), Nays (0). <br />RESOLUTION #17-'l James 3igham was present. As•istant Zoning Administrator <br />Gaff ron reviewed with the Council the applicants proposal to <br />construct an addition to his home. Gaffron noted that the <br />applicant replaced his septic system in November, 1984. <br />Gaffron stated that no alternate drairfield site exists on <br />the property and that if the new system fails a holding tank <br />would have to be installed. Gaffron noted that with Dighams <br />proposal a future 8 member family could move into the home and <br />the current septic system might not be able to handle such an <br />intense use. Gaffron noted that Bigham has not ,.iet s-)ne of <br />the requirements in Resolution #1600 regarding drainage and <br />retaining walls. <br />James Bigham stated that the requirements could not be met <br />because of the weather and the frozen ground. Bigham stated <br />that he will fulfill the requirements as soon as possible. <br />Councilmembt--r Frahm stated that there is a drainage problem <br />on the property already. Frahm expressed concern for ad'' ,a <br />on addit;jnal hardcover and noted that the septic s; <br />cannot handle any future family larger than Bighams. <br />James Bigham explained ch t the drainage problem does not <br />come from his lot and that the drainage problem is caused by <br />the lots across the street. Bigham noted that his lot serves <br />s a drainage spot for others runoff . Bigham addressed the <br />ieptic issue by noting that he could replace his septic <br />system if needed in the same location as the septic system is <br />currently located. Bigham noted if that does not work, then <br />holding tanks would be installed. Bigham ,oted that he <br />-Ice.sn't mind -11ding tanks and stated that he felt the whole <br />igkx)rhood •erntually will be on holding tanks. <br />
