Gaffron, Planning & Zoning Administrator / <br />DATE: October 19, 1988 <br />SUBJECT: #1330 Fullerton Properties Inc., 880 Townline Road - <br />Subdivision For 7 New Building Sites - <br />Preliminary Plat Approval - Resolution <br />Zoning District - RR-lA, 5 acre minimd'm <br />LIST OF BXHIBITS: <br />Exhibit A - Planning Commission Action Notice Dated 10/19/88 <br />Exhibit B - Revised Site Plan <br />Exhibit C - Memo & Exhibits of 10/14/88 <br />Exhibit D - Proposed Preliminary Plat Approval Resolution <br />DISCUSSION - <br />Please review the memos of September 13, 1988 and October 14, 1988. <br />Applicant's are proposing a 7-lot rural subdivision with each lot <br />containing 5 acres or more in area. Each exceeds the required 2 acres <br />contiguous dry buildable land. Lots 2, 4, and 5 require variances to the <br />defined width at. the 100' front setback line. <br />Painters Creek runs through this property, and the applicants have <br />been granteo approval by the Minnehaha Creek Watershed District for 2 <br />privats driveway crossings of the creek. The Watershed District maintains <br />a dam nat straddles the boundary between proposed Lots 2 and 3, and the <br />Distr ' :t has an access easement for maintance of that dam. This easement <br />will 1,.,e no effect on buildability of the property. The dam controls the <br />flow through Painters Creek to a degree that peak flows downstream from the <br />dam are reducer' significantly enough to allow use of 24" arch culverts for <br />the driveway crossings. <br />Regarding the required drainageeasement ever that creek, the City <br />Li.gineer has recommended that a 50' drainage easement centered on the creek <br />be dedicated on the plat. The wetland within Lots 2 and 3 will be subject <br />to a conservation and flowage easement. <br />This is intended to be a private road with a cul-de-sac. Length of <br />the road is 1000'. The road access lines up directly across Townline Road <br />from another road access point in Independence. Sight distance is not a <br />problem. Paved width of the road has been proposed at 24' (urban section). <br />The City Engineer has recommended and Planning Commission has similarly <br />recommended that for this 7-lot division, minimum paved width must be 28'. <br />City Engineer and staff have looked at current and potential development of <br />the surrounding properties and the location of the existing wetlands, and <br />halve recommended that dedication of additional roadway is not necessary <br />since no future connecting roads are anticipated to adjacent properties. <br />
