Once again, Cook's letter suggests <br />that the contaminates appear to be contained in a relatively small area on <br />the twenty-five acre site. <br />Mr. Pallansch has advised that his architects and engineers will be <br />present at the meeting for you to pose any questions you may have regarding <br />this project. It is of the utmost importance that we proceed as rapidly as <br />we can with this application so that WSI can begin the trench installation <br />before the winter months. The second phase of this application must be <br />delayed until the M.P.C.A. has formally responded and approved the proposed <br />treatment of contaminate. (If members have any questiciiis of the Orono <br />staff, please contact my office prior to the meeting.) <br />Staff would p•-opose the following approval recommendation for your <br />consideration: <br />To approve the first phase of the conditional use permit application <br />of Washington Scientific, Inc., for the property located at 2605 Wayzata <br />Boulevard, that would allow the installation of a 24' deep trench for the <br />purpose of filtering underground contaminiated soils through a flushing <br />process with final deposition into the M.W.C.C. sewer lines, based on the <br />following findings: <br />1. The applicant and its consultants have contacted all appropriate <br />State agencies throughout the P.C.A. permit review. The City staff <br />and its consultant confirm tilat it would appear that the applicant has <br />complied with all conditions set forth by the P.C.A. and that the <br />remedial plan of action appears to meet all of the State standards. <br />2. In order to prevent further hazard to the public health, safety <br />and welfare, it is important that the approved remedial action plan be <br />instituted as soon as possible. <br />3. The proposed plan of action will prevent further risk and <br />^ontamination of the run-off entering Long Lake and throughout the <br />major watershed. <br />
