To: Planning Commission Chairman Kelley <br />Planning Commission Members <br />City Administrator Bernhardson <br />From: Jeanne Mabusth, Building & Zoning Administrator <br />Date: July 13, 1988 <br />Subj: #1306 Metro Waste Control Commission, 3280/3286 North Shore Drive <br />Conditional Use Permit/Variances-Public Hearing <br />Zoning District - LR-lC-1 [Proposed for B2 Zoning at the time a single <br />owner comes under control of 2 acres in area]. Area of subject property <br />equals 30,300 sq. ft. <br />Pertinent Sections of Code - Section 10.20 Subd. 3d, Public Service <br />Structures - MWCC requires a Conditional Use Permit to install a Lift <br />Station on a residential property. Original Application 1256 of the Metro <br />Waste Control Commission dealt with a underground wet well and valve vault <br />with an above ground hatch and control panel on the adjacent marina <br />property. The current Application involves an amendment of the original <br />Application and asks for approval of a 32 x 20 pumping station/lift station <br />to be placed to the immediate east of the marina property. Please note <br />that the marina property and the residential property are under the same <br />ownership. <br />5ectior 10.25 Subd. 6b [property is currently zoned LR-lC-1 and subject to <br />the current standards listed below: <br />Street Setback - Required = 30' <br />Proposed = 5' <br />Actual Traveled Roadway Setback = 40' <br />Variance = 25' or 83% <br />Rear Setback - Required = 30' <br />Proposed = 25' <br />Variance = 5' or 17% <br />Section 10.41 Subd. 10b and 10c [B2 Zoning may be more appropriate since <br />the current owner proposes to request rezoning as soon as he is is control <br />of 2 acres of the LR-lC-1 area]. if so, the variances required would be as <br />follows: <br />Street Setback - Required = 50' <br />Proposed = 5' <br />Variance = 43' or 9C% <br />Side/Rear Setback to <br />Residential Lot Lines - Required = 50' <br />Proposed = 25' N. Side/N. Rear Line <br />Variance = 25' or 50% <br />Proposed 10' Ea3t Side Lot Line <br />Variance 40' or 80% <br />
