Should special landscaping be required at the top of the second tier of retaining wall to <br />minimize danger to users of lakeshore yard of property? <br />Ceil Strauss of the DNR called to discuss the application and advised that since wall <br />is located within the 0-75' setback area that some type of planting should be installed <br />to minimize visual impact of two -tiered retaining wall from lake. <br />3. Are there other solutions to a two -tiered retaining wall? If bank was to be gradually <br />sloped back from County road, major retaining walls would be required along sides to <br />uphold higher elevations of adjacent properties. What other solutions are available to <br />applicant? <br />4. Other issues raised by Planning Commission. <br />Options of Action <br />To either approve or amend the current proposal. Any condition of approval must include the <br />following conditions: <br />1. Applicant to obtain a permit from Hennepin County DOT far work conducted <br />within County right-of-way. Applicant to also include a planting schedule for <br />type of plantings to be installed at first and second tier of retaining walls. <br />2. City Engineer to review final grading and construction plan upon application for <br />building permit. Applicant's contractor to submit information on structural <br />capacity of helix earth anchors. <br />3. Applicant's contractor to contact City staff at least 48 hours before installation <br />of retaining walls. <br />4. Erosion control shall be in place during construction until groundcover is <br />restored. <br />lsv <br />
