110.60. `Nuisance. No person shall keep any animal <br />in a manner creating a public or private nuisance. <br />110.70. Conditions Not Allowed. No person keeping <br />animals shall permit or a low any of the following <br />conditions to exist: <br />a. Land upon which the animals are kept is <br />unsightly or is a harbor for rodents, <br />flies, and insects. <br />b. winter accumulation of manure which is <br />not removed from the premises or disposed <br />of in an approved manner prior to May 15 <br />of each year. <br />c. other accumulation of manure which is not <br />removed so as to prevent an unreasonable <br />amount of objectionable aroma. <br />d. Failure to make a reasonable effort to <br />keep the animals under control and within <br />proper fencing. <br />e. Animals have been treated cruelly or <br />inhumanely. <br />f. A public nuisance exists on that property. <br />110.80. Re ulation of Horses. As used in this <br />section "horse s a re er to any specie of horse, ass or <br />mule and in addition to the general provisions of this <br />chapter the following regulations shall apply specifically <br />to horses: <br />a. No person may ride or drive a horse after <br />the hour of sunset and before the hour of <br />sunrise along or crossing any public way <br />without appropriate lighting or reflecto- <br />rized clothing. <br />b. No person may ride or drive a horse in any <br />public park, beach, golf course or other <br />public property except w_.thin the right-cf- <br />way of public streets and highways, and in <br />areas duly designated as a trail way or <br />hitching area. <br />
