-7- <br />acc^« . sanitary facilities, etc. Additional costs associated with phase one <br />will i;lclude $500,000 for grading, base work and construction of a grade <br />separated crossing on the realigned County Road 44. Hennepin Parks will <br />negotiate with Hennepin County DOT to then pave and finish the road allowing <br />for old County Road 44 to be abandoned. <br />Additional costs associated with the development of the park will include <br />approximately $350,000 to integrate the relationship between Carver Park <br />Reserve and Lake Minnetonka Regional Park. These costs would include trail <br />extensions, expansion and updating of the maintenance facility and expansion/ <br />enhancement of the Lake Auburn Campground in Carver Park Reserve. <br />Finally, a grade separated crossing of Highway 7 is important to the <br />integration between Carver Park Reserve and Lake Minnetonka Regional Park. It <br />is estimated that this crossing would cost approximately $250,000. <br />At this time cost estimates and phasing are very preliminary. Design <br />development is needed to develop more complete cost estimates. Phasing could <br />be accomplished in the following general categories: <br />1. Development Phase One: Basic Park Development (including the <br />realignment of County Road 44) - $2.5 million. <br />2. Phase Two: Integration of Lake Minnetonka Regional Park and Carver <br />Park Reserve - $600,000. <br />The major issue confronting the establishment of a regional park on Lake <br />Minnetonka is the position of the City of Minnetrista. The City has indicated <br />support for a regional park; however, they have indicated that that support is <br />for a 50-acre site which would provide for parking 60 car -trailers. Fifty <br />acres is insufficient for a regional park on Lake Minnetonka. It is not <br />consistent with the standards and guidelines of the Metropolitan Parks and <br />Open Space System Policy Plan, nor does it provide sufficient land to <br />accommodate the extent of park use anticipated, or meet the demands in the <br />area. Similarly, the 50 car -trailer parking spaces does not fully satisfy the <br />need for public access in Zone 5 of Lake Minnetonka. <br />One of the issues addressed through the planning process is: What can be done <br />to address Minnetrista's concerns relative to its comprehensive plan and loss <br />of anticipated future tax base. Several suggestions have been advanced, <br />including the following: <br />The Metropolitan Council should designate land to be substituted <br />within the Metropolitan Urban Service Area Line for future development <br />within Minnetrista to replace land taken for a regional park. <br />2. Tax equivalency payments will be made in accordance with the 1974 <br />Metropolitan Parks Act. <br />County Road 44 could be realigned now. This is a major concern in <br />Minnetrista's comprehensive plan traffic system. The park will speed <br />the realignment of County Road 44 from what is currently planned by <br />Hennepin County DOT. <br />
