-6- <br />4. DEVELOPMENT CONCEPT <br />Detailed planning for recreational development has not yet oc_urred for this <br />regional park. However. the following facilities can and will be accommodated <br />within the 292 acre initial acquisition. If the 90 additional acres of <br />acquisition is accomplished in the future. facilities can be expanded to <br />accommodate anticipated increases in use. Facilities planned include: <br />1. Boat Access <br />2. Fishing <br />3. Picnicking <br />4. Swi mmi ng <br />5. Cross Country Skiing, <br />6. Historical Center and <br />7. Camping <br />Biking and Hiking and other trail uses <br />Interpretation <br />The abcve list is indicated in priority order based on analysis of need and <br />the opportunity to satisfy need on this site. Camping would be limited to <br />Wawatasso Island using the Lake Minnetonka Regional Park as a point to access <br />the lake and island with canoes for both family and group camping. Camping <br />will also occur at Lake Auburn Campground within Carver Park Reserve which <br />will be carefully integrated with this site. Camping is not proposed within <br />the Lake Minnetonka Regional Park site itself. <br />Trails for hiking, biking, and cross-country skiing will be connected between <br />Carver Park Reserve and Lake Minnetonka Rey.onal Park. Initially. these will <br />be on grade crossings at State Highway 7. Ultimately, a grade separated <br />crossing is highly desirable and likely essential. <br />Maintenance services for Lake Minnetonka Regional Park will come from Carver <br />Park Reserve. As a result, maintenance facilities are not proposed within the <br />Lake Minnetonka Regional Park site. The Gagne horse barn may be utilized as a <br />storage area for seasonal maintenance operations. Expansion and upgrading of <br />the existing Carver Park maintenance facility will be necessary to handle the <br />increased use. <br />The Gagne house is proposed to be used as a historical center for <br />interpretation for the history of Lake Minnetonka. Minor modifications to the <br />building will be required. This is proposed to be Oone in a later phase. <br />Access to the park is proposed to come off the realigned County Road 44. One <br />point of access will be utilized for both portions of the park. A grade <br />separated crossing of the new County Road 44 is proposed so that one <br />connection for vehicles and trail activities between the east and west <br />portions of the park can be accommodated. <br />Boat access is proposed to both bays. with an allocation of 60-70 boats to <br />Smithtown Bay and 30-40 to Halsted's Bay. The provision of 100 car -trailer <br />parking spaces on -site will satisfy fully the standards set forth in the Lake <br />Minnetonka Task Force Report of 1983 for boat access in Zone 5 of Lake <br />Minnetonka (see attached map indicating Lake zones). The remaining 30 <br />car -trailer parking spaces identified for Zone 5 will occur at the existing <br />Williams Street access site on the northwest portion of Halsted's Bay. (See <br />attached Existing Public Access Sites and Commercial Marinas Map from the Lake <br />Minnetonka Task Force Report) <br />It is estimated that the initial cost of first phase park development will be <br />$2 million. This will include roads, parking, picnic area facilities, boat <br />
