The request in this situation is not excessive however the <br />Planning Commission should discuss whether the lack of a covered entry is a hardship <br />and if so, what is a reasonable level of variance for approval. The existing deck landing <br />is 76 s.f., the applicants are proposing an approximate 168 s.f. covered entry, 92 s.f. <br />larger than what is existing. <br />In addition to the hardcover calculated on the attached Hardcover Calculation <br />Worksheets there is approximately 14 s.f. of the neighbor's driveway which exists on the <br />applicants' property. The Planning Commission should discuss whether or not the <br />hardcover removals proposed by the applicants ( 49 s.f.) is sufficient to offset the <br />additional 92 s.f. of porch hardcover. <br />There is 212 s.f. of existing nonconforming hardcover within the 0-75' zone where <br />hardcover is normally not allowed. The hardcover within the 0-75' zone consists of a 78 <br />s.f. portion of the home, a 132 s.f. grade-level deck and a 2 s.f. fire ring. For calculation <br />purposes this 212 s.f. of nonconforming hardcover has been applied toward the level of <br />the 75'-250' zone. <br />Structural Coverage Variance <br />The applicants' property is less than 10,000 s.f. in area. Per Zoning Code 78-1403 a lot <br />of this size is permitted 1,500 s.f. of structure although greater than the 15% limitation. <br />Currently there is a 1,717 s.f. of structure on the property and the applicants would like to <br />add 168 s.f.. Perhaps there is a hardship in that the home does not have a covered entry, <br />but is the porch proposed the minimal covered entry necessary to meet the needs of the <br />applicants? <br />3
