They find no problem with the sighting distance at <br />the _ -rner because of the height of the sign and the ' act that it is placed <br />at least 10' to 12' out of the travelled right-of-way of the roadways <br />because of the width of the walking path and boulevard area. <br />Once again both County and C4ty staffs see no problem with the location of <br />the parking area commencing at the zero setback line. The County has <br />agreed to install a 1' bituminous curb between the parking area and the <br />cement walk. The bumper will serve to provide the additional area for the <br />overhand of the car pumpers along east and north lot lines_ <br />The applicant must explain the hardship that would require the reduction in <br />area of the required stall size at 9' x 20'. Review the required parking <br />standards below: <br />Totai area of structure = 16,864 sq. ft. (reduce by 10% for hallways, <br />offices, non-commercial/warehouse storage areas = 15,178 sq. ft.]. <br />Required parking for net floor area at 15,178 sq. ft. of retail space <br />1 stall for each 150 sq. ft. of net floor area <br />Required = 101 Stalls <br />Existing = 122 Stalls <br />9' x 2C' Stalls - Proposed = 107 Stalls <br />8' 5" x 20' Stalls - Proposed = 1 1 4 Stalls <br />The 9' x 20' plan clearly satisfies the required number of stalls for the <br />use. Staff has discussed the applicants request to reduce the required <br />stall size to 8'5" x 20' with the engineer. Cook has sratea that it does <br />work when it is necessary to tighten up on parking areas and it is usually <br />carried out by double striping the sides of the limited stall. The double <br />stripes for^e the driver to tighten up within the parking area. Is it <br />needed? Staff has never received a report of any problem with the parking <br />not satisfying the existing t.se level. If at some time in the future, if <br />the applicant has definite expansion plans, then staff would advise that we <br />reconsider the request to reduce the stall size. Staff would also suggest <br />that there is additional area within the far scutheast corner of the <br />property that could be developed into additional parking. <br />Also be aware that the City is looking at the possible redevelopment and <br />rezoning within the area of Navarre and this may result in a more <br />comprehensive plan to provide additional parking within the downtown area <br />of Navarre. <br />Staff Recomm&ndatJon - Staff would recommend approval of the setback <br />variance of 7' for the relocation of the pylon sign, to approve the zero <br />foot setback for the parkirg area adjacent to the north and east lot lines, <br />
