Because of this, 83 % <br />of the lot area is within 75' of the OHWL. The applicant's home is located entirely within the <br />75' setback causing the property to be extremely nonconforming with respect to hardcover. <br />Additionally, the structural coverage on the lot exceeds the 15% limit. Currently there is 21.5% <br />structural coverage and the applicant is proposing a slight reduction with the reduced size <br />proposal for a structural coverage level of 21 %. The current structural cover level is a result of <br />past variance approvals. The survey of the easement area submitted by the neighbor shows some <br />boulder landscape borders which may slightly increase the westerly 0-75' hardcover calculations, <br />at this time staff does not have an accurate calculation. <br />Lake Setback Variance <br />The buildable area outside the 75' setback is 2,112 s.f. in a triangular shape, and the entire home <br />is located within the required 75' lake setback zone. Any improvement to this home requires a <br />variance. Although the applicant is proposing the move more structure into the lake setback <br />area, it does provide the applicant with the ability to park vehicles on the driveway on the <br />property rather than on the neighboring property. <br />Average Lakeshore Setback Variance <br />The property is located on a peninsula. The average lakeshore setback is defined by the existing <br />setback of the house to the immediate east of the property. The existing house and deck <br />encroach approximately 49' past the defined easterly average setback line. However, the new <br />garage will not encroach further into that neighbor's easterly lake views, but may encroach or <br />reduce their westerly views due to its added height. <br />3
