Box 66 <br />Crystal Bay, MN 55323-0066 <br />This letter is in response to your and Mr. Hessburg's proposal to replat the Baldur Park properties <br />and to provide a public sewer easement for sewer access to the building sites at the end of the point. <br />We are prepared to provide the utility easement document for your and Pauline Franklin's signatures, <br />however we are correcting the legal description since we believe a portion of the existing driveway <br />is located on a neighboring property. The easement must be changed to follow your property line. <br />We are making that correction. <br />Following a preliminary review of the issues involved with replatting and developing the properties <br />the City is taking this opportunity to provide direction on several items. City policy has been to <br />require private driveways to serve no more than two residences. Your proposal to plat two additional <br />building sites would make the total properties at the end of Baldur Park Road to three, thus requiring <br />the road be extended to the end of the peninsula. Due to the narrow width of the peninsula and the <br />additional hardcover that would be required to provide adequate width for a road it may not be <br />necessary to plat a road, but rather propose a shared driveway for the three properties. <br />Baldur Park Road is a street without an outlet and is without an adequate turning radius at the end <br />of the street. We would recommend a cul-de-sac be constructed at the end of the existing road, over <br />existing Lots 21 or 22 rather than extend the existing street and provide a cul-de-sac at the end of the <br />street. The cul-de:-sac should be constructed and dedicated to the public as right-of-way. City <br />standards are for a 50' radius right-of-way and 40' pavement width. <br />You have indicated you would prefer to utilize the existing private driveway for access to the two <br />new building sites. That would require a front lot/back lot subdivision with the creation of a private <br />driveway outlot.
