Zoning File #11277 <br />Page 5 of 5 <br />2. The proposed use will have no negative impact upon the <br />neighboring adjacent property owners. <br />3. Based on the level of use, the fire protection system developed <br />by staff and applicant will provide the extra precautions necessa.y to <br />maintain the public safety and welfare. <br />4. The use of the facility at 240 user level will well satisfy the <br />ratio recommended by this ordinance for day use recreation at a 20 <br />user, per 1 acre ratio. <br />Approval would be subject to the following conditions: <br />1. Prior to the car r, opening to the public, the Orono staff must <br />inspect the facility to insure the following required improvements <br />have been completed: <br />a. All debris, trees and tree trimmings to be disposed of as <br />approved by the Orono staff, either by removal, buried, burned, <br />or stored in an approved area for removal when icc is in. <br />b. All buildings secured as directed by of the building <br />inspector. The caretaker cabin shall be completed for legal <br />occupancy. Inspector to confirm upon that final inspection. <br />C. Fire stations installed. <br />d. Toilet facilities to be readied for public use. <br />e. Fencing installed along top of enLankment at South Hill <br />(Point Charming). <br />f. Ground cover maintenance completed. <br />g. Trespass/Private Property signage installed. This should <br />also include the signage for the rules of operation of the <br />facility that is to be installed at the dock area. <br />h. Security lighting should be reviewed with staff prior to <br />opening. <br />i. The area for helipad lse should be staked out and kept <br />clear. Applicant should also provide information to the City <br />concerning which emerr-,ncy agency facility sill be contacted in <br />cases of emergency at >r.e facility. <br />j. Submit a copy o, the current liability policy/coverage for <br />the Big Island Veterans Camp. <br />other conditions of this approval: <br />1. won-combustable (possibly crushed rock) ground cover 4' in width <br />around the fire rings and the charcoal grill areas. <br />2. Approval of a joint use dock license by the LMCD for the dock to <br />be installed at the campsite. <br />Prior to scheduling this application tefore the Council, the City staff <br />must_ review a more detailed dock plan for 28 boat unit Applicant <br />should advise i-f new dock is to o be a permanent clock. <br />
