AGENDA ITEM <br />Date: September 8, 2025 <br />Title: Proposal - Recycling Collection <br />Presenter: Christine Lusian, City Clerk <br />Section: Consent Agenda <br />Purpose: <br />Accept a proposal for residential recycling collection services <br />Item: 6 <br />2. Background: <br />Staff review professional service contracts about every five years and the last time recycling <br />services were reviewed was in 2019. Since then, the city has contracted with Waste Management <br />for residential single -sort recycling collection. While the service has been solid, the purpose of the <br />RFP is to solicit competitive proposals from qualified vendors to ensure cost-effective, reliable, <br />and high -quality service for the residents of Orono. The RFP reflects input from relevant <br />departments. It outlines the scope of services, evaluation criteria, and contract requirements <br />necessary to secure a vendor that aligns with the city's service expectations and budget <br />considerations. Orono approved a proposal request for organized curbside residential single -sort <br />recycling services at its August 11 meeting. <br />Orono received proposals from four haulers: Waste Management (current provider), Curbside <br />Waste, The Buckingham Companies, and Republic Services. The review committee evaluated <br />each proposal based not only on cost, but also on qualifications, experience, service delivery <br />approach, and overall ability to meet the City's needs. Overall, Waste Management provides the <br />best balance of price, proven qualifications, and service reliability and their familiarity with Orono <br />ensures continuity and minimizes transition risks compared to other proposals. <br />3. Cost: <br />Expenditures for recycling are budgeted in the 603 recycling fund. <br />4. Process: <br />Staff will work with Waste Management and City Attorney to finalize a contract for Council <br />consideration on September 22. <br />Requirements: <br />We are required to protect proposal information. Until a contract is awarded, the only thing made <br />public will be the names of the companies that submitted proposals. The rest of the proposal <br />details will stay private until the City Council selects a contractor and approves the contract. <br />(Minn. Stat. 13.591 Subd. 3b) <br />6. Staff Recommendation: <br />Staff recommends moving forward to draft a contract with Waste Management, the city's current <br />recycling provider. <br />COUNCIL ACTION REQUESTED <br />Consider a motion to accept the proposal from Waste Management for organized curbside residential <br />31 <br />
