This has been accomplished and at present the road <br />has been graded with the initial surfacing being placed on it. <br />It is anticipated that the second surfacing will be pldced on it <br />next spring. <br />DISCUSSION <br />Pro ect - The project has been revised based on soil <br />borings with the i:ngineer now recommending a revised <br />alternative II. Any increase in the project over the <br />original total should be borne by the 1'i*y. It is <br />expected that the revised alternative II will be below <br />the original alternative I. <br />Process - The following represents the process to be <br />undertaken for this project. <br />1. Public Hearing <br />2. Consideration and orderinC, of the project. <br />3. Project bidding and award <br />4. Project construction <br />5. Project assessment in advance of October 1, 1988 <br />Financing - As noted above the City has an agreement for <br />up to�75% of the original cost from the Woodhill Country <br />Club and the developer. As noted in Attachment C it is <br />the recommendation that the City take 10% of the cost <br />plus any expense over the original maximum $61,680. <br />This leaves a balance of $9,252.00 to be assessed <br />against the abutting property owners based on an equal <br />share to each property. As such this would need <br />assessment shares as follows: <br />a. Jane Delaney, 1315 w oodhill Avenue - $3,b84 <br />b. Mark L Mary Fox, 1230 Woodhill Avenue - $3,084 <br />C. Jane McClaren, 190 Ororo Orchard Rd - $3,084 <br />A ten (10) year assessment could be implemented with an <br />approximate $310 per year principal assessment plus interest. <br />Alternatives - <br />1. The following represent alternatives the Council <br />could take at this point. <br />a. Not do the proje..l. <br />b. Order the project to be undertaken based on the <br />preliminary funding plan outlined at,ove. <br />c. Order the project in based on an amended financing <br />flan and assessment date. <br />2.
